HB 3881 proposes restrictions on parking commercial motor vehicles in or near residential subdivisions. It amends Section 545.307 of the Transportation Code to prohibit parking such vehicles on streets maintained by a county or municipality that are either within a residential subdivision or adjacent to one and within 1,000 feet of a residence, school, place of worship, park, or retail area. The bill allows limited exceptions, such as when a driver is taking a mandated rest break or when the vehicle is actively involved in transporting goods or performing work in the subdivision. Additionally, the bill requires local governments to post signs prohibiting such parking and authorizes immediate towing of vehicles in violation.
