HB 5087 allows counties with populations of 150,000 or less to regulate used and scrap tires by requiring tire generators, such as retailers and fleet operators, to mark their tires with unique identifying marks. The program aims to prevent illegal dumping and includes record-keeping requirements for retailers when customers retain their old tires​.
