HB 5275 mandates enhanced emergency preparedness measures at public postsecondary institutions to ensure the safety of individuals with disabilities during emergency situations. The bill requires institutions to update their multihazard emergency operations plans to include specific provisions for students, personnel, and guests with disabilities, including measures for equal access to safety and the use of emergency evacuation assistance devices. Institutions must install such devices on each floor of multi-story buildings and provide training for personnel on their use. The Texas Higher Education Coordinating Board is tasked with adopting rules to implement these requirements in consultation with relevant disability councils and committees. Additionally, the board will establish a grant program to assist institutions in funding the purchase, installation, and training related to emergency evacuation devices. The act is set to apply beginning with the 2026-2027 academic year.
