As 2025 comes to a close, Texas Policy Research (TPR) is reflecting on one of the most productive and impactful years in our organization’s history. Over the past year, our work reached Texans across the state through in-person engagement, rigorous legislative research, written analysis, and digital outreach. None of this happened by accident, and none of it would have been possible without the support of those who believe Texans deserve transparency, accountability, and principled analysis in their government.
This report offers a look at what Texas Policy Research accomplished in 2025 and why that work matters.
Statewide Engagement Across Texas
Throughout the year, TPR traveled thousands of miles across the state to speak directly with citizens, civic organizations, lawmakers, and grassroots activists. These engagements focused on explaining the Texas Legislative Process, breaking down the state budget process, and providing timely legislative updates during both the regular and special legislative sessions.
We also spent significant time helping Texans understand how to effectively engage with their elected officials, from preparing testimony to tracking legislation and communicating with lawmakers. Ahead of the November election, we conducted detailed presentations on all seventeen constitutional amendment ballot propositions, ensuring voters had access to clear, factual explanations before casting their ballots.
In many communities, these presentations represented the only in-depth policy discussions available all year. That reality continues to underscore the importance of bringing clear legislative education directly to Texans, not just those who live near the Capitol.
Policy Research That Shows Up When It Matters
Inside the Capitol, 2025 marked a major expansion of TPR’s policy analysis work. During the regular and special legislative sessions, we provided free legislative digests on more than 10,000 bills filed in the Texas House and Senate. These digests ensured Texans could track legislation without barriers or paywalls.
Beyond high-level tracking, we delivered comprehensive bill analysis and floor reports on more than 4,000 bills. These analyses went beyond talking points, breaking down what legislation actually did, how it would work in practice, and how it aligned with core liberty principles. Our work helped lawmakers, staff, advocates, and everyday Texans navigate an increasingly complex legislative environment.
Throughout the year, TPR engaged regularly with more than 75 lawmakers in both the Texas House of Representatives and the Texas Senate, representing both major political parties. Legislative offices relied on our research to better understand fiscal impacts, policy mechanics, and unintended consequences, particularly as bill volumes reached historic levels.
Written Content That Informs and Educates
Our written output reached new levels in 2025. Through articles, explainers, legislative updates, and data-driven research, TPR produced a wide range of content designed to make state government more understandable for everyday Texans.
We continued publishing both of our newsletters: Gavel to Gavel during the legislative session and The Interim when lawmakers were not in session. Together, these newsletters delivered consistent, timely policy updates to subscribers throughout the year. In total, TPR sent over one million emails to subscribers in 2025 through regular newsletter editions, floor reports, and legislative alerts.
The growth of our email list, rising engagement rates, and an increasing number of returning readers all point to the same conclusion: Texans are hungry for clarity, transparency, and dependable coverage of their government.
Expanding Our Digital Footprint
Texas Policy Research also made deliberate investments in strengthening its digital presence in 2025. We improved our website infrastructure, refined our data dashboards, and optimized our written content for search engines. These efforts ensured Texans searching for information on legislation, the budget, or constitutional amendments could find reliable, accurate resources quickly.
Those investments paid off. Throughout the year, our work generated millions of web impressions and hundreds of thousands of clicks on articles, dashboards, legislative analyses, and election resources. Tens of thousands of Texans turned to TPR as a trusted reference point for understanding state government, many returning repeatedly as legislative activity intensified.
Why This Work Matters
The most meaningful indicators of impact are not just metrics, but the people we hear from. Lawmakers thanked us for helping them understand complex legislation. Citizens shared that our research strengthened their testimony at public hearings. Activists told us our work helped them engage more effectively with their representatives.
These moments reflect the real value of independent, principled policy research in Texas. They also reflect the generosity of supporters who made this work possible.
