Every policy we analyze and every vote we recommend is evaluated against five core principles that define our approach to public policy in Texas. These principles are timeless, constitutional, and deeply rooted in the American and Texan traditions of self-government.

How We Apply These Principles
These principles aren’t just abstract values — they form the evaluative framework we use when analyzing legislation, publishing research, and offering vote recommendations. Whether a bill concerns school finance, land use, energy, or criminal justice, our guiding question is always:
Does this policy expand or protect liberty? Or does it erode it?
By staying grounded in these five pillars, we aim to offer research that is principled, practical, and useful, no matter who’s in power.
