HB 62 mandates that surplus general revenue beyond constitutional spending caps be deposited into a property tax relief fund. That fund would be used to reduce the state compression percentage, gradually eliminating school district M&O property taxes. Once the compression percentage reaches zero, school districts would no longer be allowed to levy tier-one M&O taxes, and the state would fully fund their entitlements.
