HB 52 would require state agencies and political subdivisions to designate multiple-occupancy restrooms and similar facilities for exclusive use based on biological sex. It prohibits opposite-sex individuals from entering those facilities, except in specific situations (e.g., emergencies or young children with caregivers). It establishes civil penalties, a private right of action, and restricts court authority to enjoin or challenge its provisions. Immunity is broadly asserted for the state and its agents.
