HB 96 prohibits political subdivisions from spending public funds to hire registered lobbyists or pay dues to associations that hire them. It allows officers or employees to engage in certain advocacy activities and permits court action by taxpayers to block prohibited expenditures. Existing lobbying-related contracts would become void under the bill’s provisions.
