HB 1246 allows sheriffs and constables to independently enter into contracts with property owners’ associations or landowners within their jurisdictions to provide law enforcement services. The bill prohibits county commissioners courts from restricting or disapproving such contracts or reallocating funds received through these agreements. Additionally, it bars counties from redirecting funds appropriated for law enforcement to other uses or limiting the financial autonomy of these offices​.
