HB 1898 amends the Tax Code to limit the annual increase in the appraised value of real property for ad valorem tax purposes to 5% over the appraised value from the previous year. The limitation applies to all real property, extending beyond the current law’s focus on residential homesteads. The bill repeals existing provisions allowing for higher appraisal caps in certain circumstances. It becomes effective January 1, 2026, contingent upon voter approval of a constitutional amendment authorizing the change.
