HB 2291 mandates that birth certificates in Texas must record a person’s biological sex as either male or female, determined at birth by physical anatomy, chromosomes, or endogenous profiles. It allows for amendments only in cases of clerical errors, undetermined sex at birth due to medical ambiguity, or later determinations in such cases.
