HB 2377 establishes the State School Health and Safety Fund and a grant program to support student physical and mental health initiatives and school safety improvements in Texas public schools. It creates Chapter 47A of the Education Code, directing the Texas Permanent School Fund Corporation to invest and manage the fund. Funding for the program will come from excess appropriations allocated for the Foundation School Program. The bill sets up a school health and safety grant program, which will provide reimbursements to school districts and charter schools for expenses related to student health and school safety plans. Grant awards are capped at $10 million per school and $500 million total per year. If requests exceed the available funds, grants will be proportionally reduced. Additionally, the bill increases the School Health and Safety Allotment from $10 per student to $200 per student and requires districts to spend 50% of funds on student health and 50% on school security. It also modifies existing Education Code provisions to align with the new funding structure.
