HB 259 amends sections of the Texas Penal Code to remove prohibitions on possessing, manufacturing, transporting, repairing, or selling short-barrel firearms. The bill also repeals the definition of “short-barrel firearm” under Section 46.01(10) of the Penal Code. Consequently, short-barrel firearms would no longer be classified under items subject to restrictions within Texas, provided they are registered in the National Firearms Registration and Transfer Record. The bill maintains penalties for other weapons like machine guns, explosive weapons, and armor-piercing ammunition. This Act is set to take effect on September 1, 2025.
