HB 2634 enables DFPS to file for limited emancipation (removal of disabilities of minority) for children aged 17 or older in state conservatorship who refuse services or have been absent from placement for at least 60 days. This allows them to enter a trial independence period without completely severing ties with DFPS. The bill also prevents young adults in foster care from being placed in hotels or unlicensed temporary housing.
