HB 2689 establishes an intensive workforce readiness adult education pilot program under the Texas Education Agency. The bill directs the commissioner of education to grant a charter to an eligible entity to provide adult education programs beyond the existing charter school cap. The pilot program focuses on enabling adults to obtain a high school diploma or high school equivalency certificate while completing career and technology courses that lead to at least one industry-recognized certification or license. The program will prioritize occupations identified by local workforce development boards as high-demand fields. The Texas Education Agency must begin implementation no later than September 1, 2026.
