HB 2699 authorizes the City of Roma to issue special permits for oversized or overweight vehicles carrying cargo on designated roads in Starr County. The city may collect permit fees, which are capped at $200 per trip and may be adjusted annually based on inflation. A portion of these fees will be allocated to the state highway fund. The bill also allows the Texas Department of Transportation to require the city to post a $500,000 surety bond for road maintenance costs. The permits will not authorize travel on interstate highways​.
