HB 2738 modifies the list of acceptable identification documents for voting. It removes personal identification cards from the list and limits acceptable photo IDs to driver’s licenses, election identification certificates, U.S. military IDs, U.S. passports, citizenship certificates, and handgun licenses issued by the Texas Department of Public Safety. The bill also eliminates utility bills, bank statements, and paychecks as forms of proof of identification.
