HB 2764 requires the Texas Education Agency (TEA) and the Comptroller to submit a comprehensive school finance report to the Texas Legislature by December 31, 2025. The report must cover school funding since September 1, 1994, including sources of funding, administrative costs, district distributions, and unspent funds. It also mandates that all reports distinguish local recapture funding (Chapter 49/ former Chapter 41 funds) from state funding. The bill expires on September 1, 2026.
