HB 2852 establishes a provisional medical license for certain foreign-trained physicians who have received employment offers in Texas. It allows physicians who have been licensed and practicing for at least three years in another country and who meet other certification requirements, including passing the Educational Commission for Foreign Medical Graduates exam and completing at least three years of residency or equivalent training, to receive a two-year provisional medical license. The physician must work under the supervision of a Texas-licensed doctor at an eligible health care facility. After two years, the physician may apply for full licensure if they have met all requirements. The bill also requires the Texas Medical Board to establish rules for implementing this program​.
