HB 2870 mandates that construction contractors working on government-funded projects must provide paid water breaks for employees. It applies to contracts with state agencies, counties, municipalities, school districts, and other political subdivisions. Contractors must give each construction worker a 10-minute paid water break every four hours. Workers who do not receive required breaks may file complaints with the contracting government agency. If a contractor is found in violation, the government entity may impose an administrative penalty between $100 and $500 per day. The bill does not preempt local ordinances requiring more stringent worker protections​.
