HB 2900 strengthens tenant protections by mandating that landlords provide and maintain functional heating and air conditioning in apartment units. The bill sets minimum temperature requirements of 65°F for cooling and 85°F for heating. It prohibits waivers of this requirement in lease agreements and imposes a duty on landlords to make repairs in a timely manner. If a landlord fails to comply, they must provide temporary portable heating and cooling units or alternative housing with functional climate control. The bill applies to new and renewed leases starting on or after September 1, 2025.
