HB 2905 regulates rental application fees for apartment complexes with five or more units. It prohibits landlords from charging more than the actual cost of processing applications and requires them to file a detailed disclosure of application fees with the Texas Workforce Commission. Landlords must also provide applicants with this disclosure before accepting a fee. Violations carry penalties of $1,000 for a first offense and $2,000 for subsequent offenses.
