HB 2998 prohibits municipalities and counties from conducting mass pesticide applications without voter approval. It defines "mass pesticide application" as the application of pesticides using motor vehicles or mechanical devices. If a proposed application takes place entirely within city limits, only city voters must approve it; if it spans both city and county areas, county voters must also approve it. Elections on mass pesticide applications must be held before implementation, and ballot language must clearly state the proposed action.
