HB 3019 restricts certain metropolitan rapid transit authorities from applying for or receiving federal funds for light rail construction or operation without the governor’s approval. In making a decision, the governor must consider whether the local government has adequately addressed public safety and homelessness issues near transit stops and whether the funding request competes with other Texas entities​.
