HB 3031 establishes an Independent Redistricting Commission to handle state legislative, congressional, and judicial district reapportionment. The commission will be responsible for drawing district maps without consideration of incumbent residency or past political performance. The commission will be supported by the Texas Legislative Council and required to maintain transparency in redistricting decisions. This bill takes effect only if a related constitutional amendment is approved by voters​.
