HB 3116 allows certain counties to impose an optional vehicle registration fee to fund transportation projects. It expands eligibility to counties that are part of a regional mobility authority with at least two counties. Additionally, it permits commissioners' courts in eligible counties with populations under 700,000 to increase the fee up to $20, subject to voter approval through a referendum.
