HB 3310 grants certain counties the authority to regulate noise levels in unincorporated areas. It applies only to counties with a population under 50,000 that are adjacent to both a county with a population over two million and a county with fewer than 1,000 residents. The bill allows county commissioners to restrict loudspeaker and amplifier noise levels at specified times but exempts sounds from emergency vehicles, industrial facilities, agricultural operations, and places of worship. It also permits counties to issue noise permits for events and enforce violations with a Class C misdemeanor penalty.
