HB 3419 establishes the Texas Do-Not-Sell Registry, allowing individuals to voluntarily waive their right to purchase or receive firearms. Eligible individuals may register temporarily (for 180 days) or indefinitely. The Texas Department of Public Safety (DPS) will maintain the registry and share information with the National Instant Criminal Background Check System. Individuals can revoke their waiver, subject to a waiting period, and DPS will process removals accordingly​.
