HB 3470 eliminates the requirement for public school students in Texas to pass standardized end-of-course assessments as a criterion for promotion or graduation. The bill removes statutory references to standardized testing as a graduation requirement, allowing students to graduate based on curriculum completion rather than standardized test performance. It also temporarily suspends accountability ratings for schools during school years affected by a declared disaster that disrupts district operations. Additionally, the bill revises assessment policies for adult education programs, Job Corps diploma programs, and Windham School District programs for incarcerated individuals by removing standardized testing requirements as a condition for receiving a diploma. The bill applies to school years beginning with the 2025-2026 academic year.
