HB 3482 restricts the Lower Colorado River Authority (LCRA) from issuing permits for quarries or mines located near environmentally sensitive areas. The bill applies to mining operations within four miles of an LCRA-owned lake, four miles of entrances to two or more state parks or caverns, or two miles of a youth camp licensed by the Department of State Health Services. Before granting a permit, the LCRA or the Texas Commission on Environmental Quality (TCEQ) must conduct a study confirming that the mining operation will not harm these protected areas. The bill applies only to permit applications filed on or after September 1, 2025.
