HB 3484 facilitates intermunicipal agreements between border municipalities by allowing agreements to be memorialized through reciprocal ordinances. The bill also provides that facilities, services, and infrastructure created through such agreements remain eligible for Texas state funding and financing even if they are located within 30 miles of the border municipality in an adjacent state. This provision expands access to grants, loans, bonds, and other financial assistance for cross-border municipal projects.
