HB 3496 requires the Texas Department of Insurance (TDI) to publish and maintain a list of "ready-to-swim" programs that meet minimum safety standards for swim instruction. To be included on the list, programs must submit biennial written verification of compliance with instructor-to-student ratios, background checks, emergency action plans, and liability insurance requirements. The TDI Commissioner must review and update safety standards every five years based on recommendations from national water safety organizations.
