HB 3561 establishes new emergency services requirements for certain high-density residential developments in unincorporated areas of Texas counties with populations of 400,000 or less. It authorizes county commissioners to mandate fire hydrants, multiple ingress and egress points for emergency access, and proximity to an emergency services district for developments with at least four residential units per acre or 50 total dwelling units​.
