HB 3591 prohibits state agencies from entering into contracts with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The bill defines state agencies broadly, including executive branch entities, legislative agencies, and judicial bodies such as the State Bar of Texas. Contracts entered into before the effective date remain valid, but new contracts with the ATF will be prohibited starting September 1, 2025.
