HB 3643 lowers the waiting period for holding a new election to withdraw a unit of election from a metropolitan rapid transit authority from five years to two years. It also modifies the financial obligations of withdrawing jurisdictions, stating that small units (with 2% or less of the transit system's total population) only owe the fair market value of transit property remaining within their area. The bill requires transit authorities to provide annual financial obligation estimates to each unit of election.
