HB 3643 lowers the waiting period for holding a new election to withdraw a unit of election from a metropolitan rapid transit authority from five years to two years. It also modifies the financial obligations of withdrawing jurisdictions, stating that small units (with 2% or less of the transit system's total population) only owe the fair market value of transit property remaining within their area.
