HB 3802 establishes the Governor’s Task Force on the Governance of Early Childhood Education and Care, administratively attached to the Texas Education Agency. The task force will review the governance and operations of early childhood education programs, assess the need for administrative restructuring, and develop policy recommendations to improve service delivery and funding efficiency. The task force will submit its report by December 1, 2026, and will be dissolved on September 1, 2027.
