HB 3853 requires foster parents who care for children in state conservatorship to complete trauma-informed care training. The training must cover the effects of trauma on child development, the importance of attachment, proper screening for trauma, and non-pharmacological interventions. The Department of Family and Protective Services (DFPS) must adopt rules to implement this requirement, and all affected foster parents must complete the training by September 1, 2027.
