HB 3873 creates five new judicial districts (512th–516th) in Harris County to address caseload growth and judicial backlog. The 512th, 513th, and 514th Judicial Districts will be established on October 1, 2025, while the 515th and 516th Judicial Districts will be created on October 1, 2026.
