HB 3910 establishes a presumptive eligibility process for Medicaid applicants needing nursing facility care. It allows nursing facilities to conduct preliminary screenings for eligibility and provides temporary Medicaid coverage for up to 90 days. If the state fails to make a final eligibility determination within 45 days, the facility may receive reimbursement for services provided during the presumptive eligibility period.
