HB 3937 mandates that inmates suffering from life-threatening medical conditions within the Texas Department of Criminal Justice (TDCJ) receive ongoing direct care from a physician specialized in their condition. The bill defines life-threatening conditions to include ailments such as encephalitis, schizophrenia, brain tumors, strokes, cardiac arrest, and acute liver failure. It requires TDCJ to adopt a policy prohibiting the transfer of an inmate under treatment to a non-physician medical professional unless the treating physician authorizes it in writing. Additionally, it prevents non-physician medical professionals from altering prescribed treatments or medications without the treating physician’s approval. The bill aims to ensure that inmates with severe medical conditions receive consistent and specialized care.
