HB 3959 provides tuition and fee exemptions at public universities and career schools for Texas residents from households earning less than $100,000 per year. Eligible students must maintain a 3.0 GPA to continue receiving the exemption. The Texas Higher Education Coordinating Board will oversee implementation, and career schools must also offer similar tuition exemptions​.
