HB 4009 establishes a framework for employer health benefit plans that do not include state-mandated health benefits. It allows health insurers to offer "Employer Choice of Benefits Plans," which provide coverage that may exclude certain state-required benefits, as long as they meet federal minimum coverage requirements. Employers choosing such plans must receive a written disclosure of excluded benefits and acknowledge this in writing. Insurers offering these plans must also provide at least one traditional plan that includes all state-mandated benefits.
