HB 4043 limits the frequency of property reappraisals by appraisal districts for ad valorem tax purposes. It establishes a mandatory reappraisal cycle of at least once every three years but allows reappraisals in the year immediately following a property ownership change. The bill requires appraisal offices to amend their reappraisal plans accordingly by December 31, 2025.
