HB 4049 prohibits companies operating in Texas from tracking or measuring greenhouse gas emissions for regulatory compliance purposes unless required by federal law. It also prevents state agencies, local governments, or foreign entities from penalizing companies for refusing to track their emissions. Violations carry civil penalties of at least $10,000 or twice the amount the company spent on emissions tracking. The bill applies only to expenditures initiated on or after its effective date.
