HB 4159 prohibits the manufacture, assembly, or ownership of unmarked firearms ("ghost guns") and 3D-printed firearm components. It mandates that unmarked firearms be registered and marked with a unique serial number. Selling or transferring such firearms, except to law enforcement, is illegal. Violations carry criminal penalties.
