HB 4161 creates an automatic cost-of-living adjustment (COLA) for benefits paid by the Teacher Retirement System of Texas (TRS). Each year, TRS would adjust benefits based on the annual percentage increase in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W), subject to TRS’s actuarial soundness.
