HB 4165 modifies municipal zoning protest procedures by creating different voting thresholds for zoning changes. If the zoning change does not involve residential property, a three-fourths majority vote of the governing body is required if 20% of affected property owners protest. For zoning changes affecting residential property, only a simple majority vote is required if 50% of affected property owners protest.
