HB 4190 requires an annual audit of funds from attendance credits purchased by school districts under the state's recapture system. If the audit finds that funds were misused for a purpose not allowed by law, those funds must be refunded proportionally to the districts that paid them. The refunded money may be used for teacher salaries, infrastructure, or academic programs​.
