HB 4306 modifies the Local Government Code to clarify and regulate the financing, ownership, and operation of multifamily residential developments by public facility corporations. It defines such developments as residential properties with four or more rental units and sets restrictions on their operation by school districts and other governmental entities, limiting occupancy to employees or requiring developments to be located on previously used district properties​.
