Digest
HB 4391 mandates a study every six years on the allocation and use of buildings and facilities owned, leased, or occupied by state agencies. The Legislative Budget Board will conduct the study, examining state spending on leased space, opportunities for consolidating agency personnel, and the cost savings of moving into state-owned properties. The study also evaluates the benefits of a comprehensive statewide database of government facilities. The first report is due by September 1, 2026, with subsequent studies occurring every six years.
